Should people be allowed to hide their identity in public areas?

Is this a case of hiding your identity or following religious dress code (whether it be chosen or forced upon them by others)?
The 'identity' mentioned in the linked article only mentions the sense of identity these people have by wearing their own cultural clothes, not the type of identity you seem to refer to, that being that people can be identified personally as 'Mr X' or 'Mrs Y'.
So to answer your question, yes. I have the right to walk down the street without anyone knowing who I am. I own all information about myself (at least within UK law) and can disclose it to who I wish, if at all.
